The Simple House Acceptable Solution

The house design competition was designed to promote The Simple House Acceptable Solution and demonstrate what can be achieved within the criteria of the acceptable solution.

The Simple House Acceptable Solution is design guide for single storey homes using limited roof spans and a limited range of cladding materials to promote simplicity using proven methods of construction to help make new homes more affordable for first home buyers.

The key criteria for home design:

  • Maximum of 120 square metres of habitable floor area
  • Maximum cost of $1,400 per square metre
  • Structural strength and durability for the majority of locations in New Zealand
  • Finishes that reflected the requirements for durability and low maintenance
  • Designs that allowed for changing family needs over time through adaptability and the incorporation of lifetime features such as wide doorways and easy access
  • Designs incorporating energy efficiency, water efficiency, material efficiency, and waste minimisation, and low ongoing operational costs

Friday the 15th October 2010 was a big day for Metrapanel, as it was announced that the company was changing its name to Metrapanel. Metrapanel is considered by many as one of the leading wood panel construction companies in New Zealand with over 20 years of experience in panel housing and construction.

Metrapanel has had very strong growth during the worst recession in living memory. While other construction companies have been contracting, Metrapanel has been expanding markets, adding new licensed builders and increasing its geographic coverage in New Zealand. In order to move forward and to develop and protect new IP (intellectual property), Metrapanel will rebrand and change the company name to Metrapanel.

The Metrapanel factory is based in Huntly, Waikato has also been recently extended in size to meet increased demand. Gateway Housing Assistance

What is Gateway Housing Assistance?

Gateway enables first home buyers, or community housing organisations, to defer paying for Crown and Housing New Zealand Corporation land for up to 10 years.

This means Gateway customers can concentrate on the important tasks of designing and building their new home, moving in and starting to pay off the mortgage they have on their house.

Interest payments on the land

3 percent of capitalised interest (meaning you don’t need to pay it back regularly) is calculated annually and added to your original Gateway balance.

An example:

  • Gateway amount at $120,000
  • 3 percent of that amount ($3,600) added each year
  • After 10 years, the balance of your Gateway would be 10 years x $3,600 + the original $120,000 = $156,000.

Interest on the land is charged from year 6, but at reasonable amounts.
These work as follows:

  • Years 6 and 7 – 1 percent of $120,000 = $46 fortnightly
  • Years 8 and 9 – 3 percent of $120,000 = $140 fortnightly
  • Year 10 – 5 percent of $120,000 = $230 fortnightly

There is no interest charged on the interest added on the principle amount.

After 10 years

After 10 years of living in their new home, individuals or community housing organisations need to buy the land.
To do this talk to your bank about refinancing so you combine both your Gateway loan and house loan into one mortgage, with one set of mortgage repayments.

If you’re unable to refinance Gateway, you will need to consider if home ownership is right for you.

Eligibility criteria

Gateway is for first home buyers, or previous home owners who are in a similar financial position to a first home buyer.

Applicants need to meet Housing New Zealand’s credit and borrowing assessment criteria.

Run through the checklist of the other criteria below to see if you’re eligible for Gateway.

  • I am a New Zealand citizen of a permanent New Zealand resident with an indefinite returning visa.
  • I am 18 years of age or over.
  • I will be purchasing my first home, or am a previous home owner in the same financial position as a first-home buyer (in terms of income and assets).
  • I have a yearly household income of $100,000 or less (before tax, for one to two borrowers), or $140,000 or less (before tax, for three or more borrowers).
  • I will be able to secure a home loan to build a house on the land, or to purchase a newly built house on the land.
  • I agree to live in the house for the duration of the Gateway housing assistance (up to 10 years).
  • I have at least 10 percent of the house construction cost as a deposit.
  • I would not be able to afford the cost of the land and the house together at the time of my application.
  • I will contribute any realisable assets such as savings and shares to the purchase of the house.

Previous home owner

If you are a previous home owner in the same financial position to a first-home buyer, you may still be eligible.

You will need to meet the criteria above, plus need to have realisable assets totalling less than 20 percent of the average house price (based on Local Territorial Authorities) for the area you’re buying in.

Housing New Zealand considers the following to be realisable assets:

  • Money in bank accounts (including fixed and term deposits)
  • Shares, stocks and bonds
  • Investments in banks or financial institutions
  • Net equity in property or land (not being used as your home)
  • Boat or caravan (if the value is over $5,000 and not used for work)
  • Other vehicles (such as classic motorbikes or cars — not being used as your usual method of transport)
  • Other assets valued over $5,000.

Construction and home loans

There may be some restrictions on your home loan available from the bank. You may not be able to borrow as much as you would normally. In most situations where you’re buying land to build on, your home loan will need to be a construction loan.

A construction loan means you draw down the loan amount gradually as the build progresses. You’ll start paying off the home loan while still living elsewhere, before you move in, so you’ll need to budget for this cost.

When purchasing a new and house and Gateway land package (if the house is already built) you won’t require a construction loan. Instead you’ll take out a loan when the house is ready to move into, and start your repayments then.

What type of land will Gateway land be and what can I do with it?

Land will either be single sections or part of developments.

  • With single sections, the decision of what to build is up to, but you must use a registered builder. You’ll have up to six months to get your building consent, and 12 months to have the house built once having the land allocated.
  • Some land will be in government developments (for example Hobsonville in Auckland) where the houses are already designed, but you will have a choice on some of the interiors. We’ll let you know what you can change when you apply.

What Should Home Buyers Look For When Viewing Older Houses?

Whether you choose a colonial style villa or an art deco townhouse, any good builder will tell you that all older homes will at some stage demand repairs to keep them in top-notch condition. Perhaps one of the most well known and expensive problems faced by home owners in New Zealand is ‘leaky building syndrome’: an issue synonymous with more modern clad homes. The extensive media and publicity that has surrounded the issue of leaky building syndrome has changed the way home buyers tackle house hunting, with many purchasers looking at older home options. While the hope that traditionally built properties will offer the benefits of better and longer lasting materials, this is unfortunately not always the case.

While older houses are generally accepted as being cheaper and easier to fix should repairs be needed, the special care and attention they require shouldn’t be taken lightly by potential buyers. Older properties in New Zealand do have the advantage of being built using hardy timbers like Rimu and Kauri, but it’s important for home owners to remember that these types of timbers call for ongoing protection against wear and tear and the weather, as well as routine maintenance.

So what should prospective buyers look out for when viewing older homes? If you notice a wave-like appearance in the floor of an older home, this may be due to decayed timber foundation piles. This is a common problem in traditionally built houses, and re-blocking is usually the only long term solution. If you fall in love with a delightful old villa with a wavy floor and decide to buy it and foot the repair bill, you can expect to invest between $10,000 to $15,000 or more to have it re-blocked, with costs relying on the size of the home and whether it is situated on a flat or sloped section.

While the bottom of the house may need some tender loving care, the very top is also an area commonly requiring maintenance or repair. Older style homes tend to boast metal roof cladding such as corrugated iron, and without the right safeguarding and protection a number of problems can arise. From corrosion to the roof material and flashings to loose and missing nails and dilapidated paint work, repairs on an older roof can end up costing homeowners in the same vicinity as the foundation piles!

As for all the work needed in between the top and bottom, weatherboards, fascias and window frames are continuously exposed to the harsh New Zealand elements which can lead to rot if not cared for properly. These issues are generally simple to spot and fairly easy to repair, but like anything there will be some costs involved. Other, more minor, problem areas to be aware of can include everything from older plumbing systems and lack of insulation to electrical fittings, worn door and window catches, and older wiring to name just a small assortment.

One of the great things about older properties is that they are never lacking in character, so any repair work or maintenance you carry out as an older home owner will no doubt be a labour of love. As increased interest in this sector of the real estate market continues to grow, good quality older homes are becoming harder to find. The obvious benefit seen by prospective older home buyers is that a few small corrective repairs and inexpensive ongoing maintenance is often a great deal cheaper than having to reclad a modern property suffering the dreaded leaky building syndrome.

Homes By Legacy currently offer a number of architecturally designed house plans, including the 3 bedroom Harvey, Henry and Edward, and the 4 bedroom Bella and Ruby. The homes range in size between 140m2 and 160m2. Each efficient design provides functional, affordable, quality family living space; featuring two bathrooms including an ensuite, double internal access garage, and an open plan living, dining and kitchen area. The 3 bedroom homes also feature a study area.

Homes by Legacy

Each home is constructed with double-glazed windows, brick veneer and weatherboard cladding, aluminium exterior joinery, and Coloursteel roof cladding. All Homes by Legacy houses are also fenced and accompanied by a new concrete driveway and path, with the remaining outdoor space landscaped with a patio, grass, and low-maintenance plants. The specifications are detailed to a ‘turn-key’ level so that even clothes lines and window coverings are provided on settlement.
